Make a Complaint

All complaints to the Ombudsman are confidential and free of charge. You can complain by phone, by using our form below, by , letter, fax or in-person.

Before contacting us, you need to first complain and go through the complaints process of the City service or program. For more information about how to complain about City services, see the information listed on the City Services finder. If you are still unsure, call us.

If you have already tried to have your complaint addressed by the public service and are not satisfied with the outcome and if it is a problem that we can help you with (our jurisdiction), you can complain to us. If it is not something we can look at, we will let you know why and suggest who might be able to help.

If you have gone through the above steps and are ready to come to us, we will start the inquiry process. For more about this process, click here.
