Code of Ethics

The Ombudsman is impartial and independent of the City of Toronto government deriving both scope and authority from the City of Toronto Act 2006 and City of Toronto Bylaw 353 and 1098 - 2009.

We are a place of last resort for individuals who believe they have been adversely affected by a decision, act or omission of City administration.  Our services are independent, free, confidential, apolitical and impartial.

We will provide equitable service taking into account the needs, socio-economic location and circumstance of each person.  When making recommendations, the Ombudsman will take action and make recommendations that are fair and equitable.

We will conduct ourselves with integrity, honesty and diligence in advancing administrative fairness.  We will avoid placing ourselves in situations that could lead to conflicts of interest, real or perceived.

We will act in good faith and uphold all applicable legislation in fulfilling our duties.

We take all reasonable steps to protect records brought to our attention in the course of our duties regarding any matters of complaint about the City administration.  We will only disclose to the extent that we require information to resolve complaints; and as the Ombudsman sees appropriate in order to establish grounds for her conclusions and recommendations.

We will not testify in any formal judicial or administrative hearing about concerns brought to our attention in the course of our duties.
